MINIMUM QUALIFICATIONS
Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Education: Equivalent to a Bachelor’s degree from an accredited college with major course work in Human Resources Management, Business Administration with an emphasis in HR, Organizational Behavior, or any other related field.
  • Experience: At least seven years of increasingly responsible experience in personnel system development and administration, including experience with recruitment and selection, position classifications, compensation system development, equal employment opportunity, and benefit/business insurance administration.
  • License/Certificate/Registration Requirement: 
    • SHRM Certified Professional (SHRM-CP) or Professional Human Resources (PHR) Certification preferred.
    • Possession of a valid Class C California Driver’s License is required and possession and proof of a Driving record free of multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority’s automobile insurance rates.
Abbreviated Job Description: 
Under the general direction of the Director of Human Resources and Administration, performs a variety of difficult and complex assignments in the support of human resources functions including classification and compensation, recruitment and selection, employee benefits and leave administration, employee development; employee/labor relations, business insurances, and to serve as a resource to managers, supervisors, and employees on human resource matters. The individual in this class exercises independent judgement and receives only occasional instruction or assistance as new, unusual or unique situations arise; performs the most complex tasks and may provide direct supervision of others; handles confidential matters ethically and with discretion, and maintains frequent contact with others inside and outside of the Authority. The ability to communicate effectively, verbally and in writing, is required; other duties as may be assigned.
Examples of duties
  • Develop, coordinate and administer recruitment and selection activities including advertising, application receipt and review, development of interview and selection materials, and communication with candidates and hiring managers;
  • Maintain the classification and compensation plan; collect review, and analyze classification and compensation data, participate in and perform salary surveys; develop findings and recommendations; develop and revise job descriptions;
  • Develop, coordinate and administer the Authority’s Affirmative Action Plan, Equal Employment Opportunities Commission reporting, Family Medical Leave Act and Americans with Disabilities Act compliance; ensure compliance under the Office of Federal Contract Compliance Programs, oversee COBRA compliance notifications and related issues;
  • Coordinate and administer the Authority’s business insurance renewals to include Liability, Property, Workers’ Compensation, administer Return to Work program; 
  • Assist with employee relations activities; 
  • Assist with the development of solutions and strategies to resolve grievances and other employee relations issues; 
  • Interpret and explain provisions of Authority policies and regulations, and other State and Federal laws related to personnel administration to employees, supervisors and others;
  • Respond to requests for information and assistance from employees, management, outside agencies and the public;
  • Research and analyze legislation and Federal and State regulations for their effect on personnel functions;
  • Compose professional and accurate written reports using sound research techniques and reaching reasonable conclusions; 
  • Assist in administering a comprehensive employee benefits program including health, dental, vision, life and disability insurance, ensuring compliance with State and Federal laws and Authority personnel rules and policies; 
  • Prepare annual salary adjustment recommendations and notifications; 
  • Regularly updates executive staff regarding human resource operations, problems, policies, and administrative information; 
  • Other duties as may be assigned.
Knowledge of: 
  • Research and statistical analysis practices; 
  • Principles of technical report preparation; 
  • Principles and practices of public personnel administration, including employee health and welfare benefit administration; 
  • Laws, rules, ordinances and legislative processes governing the development and administration of personnel and employment systems; 
  • Equal employment opportunity and affirmative action requirements and guidelines; 
  • Personnel policy development and implementation
Ability to
  • Independently apply principles of public personnel administration to a broad range of human resource activities; 
  • Collect, research, analyze, evaluate, and interpret a variety of complex statistical and narrative information and data, and draw sound conclusions;
  •  Recognize, identify and resolve conflict or problems of a sensitive or political nature; 
  • Manage and develop the Authority personnel and benefit system and implement personnel policies and systems;
  • Analyze work papers, reports and special projects; 
  • Identify and interpret technical and numerical information; 
  • Observe and problem-solve operational and technical policy and procedures; 
  • Collect, analyze, and summarize data and information;
  • Prepare and present clear and concise reports; 
  • Perform accurate mathematical and statistical calculations; 
  • Maintain confidentiality, use good judgment and integrity; 
  • Understand, explain and apply Authority policies and procedures related to human resources functions; 
  • Communicate effectively orally and in writing; 
  • Regularly and consistently meet attendance/punctuality requirements

BENEFITS 
Retirement Benefits: 401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross base annual salary. 457 Deferred Compensation Plan: The 457 Deferred Compensation Plan is up to a 5% match of your contributions by the Authority based on gross base annual salary The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary.  All contributions under both plans vest immediately to you. Upon retirement, a Retirement Health Savings (RHS) Plan is available.
NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits you have already earned upon retirement.
Health Benefits: Three (3) medical benefit plans offered through ACWA-JPIA (an Anthem Blue Cross PPO, Anthem Blue Cross HMO, and Kaiser HMO). The Authority contributes 100% of the premium for the employee and 75% for the employee’s eligible family members (depending on the plan). 
Dental & Vision Benefits: The Authority contributes 100% of the premium for the employee and the employee’s eligible family members.
Holidays: Employees receive eleven (11) paid holidays, including one (1) personal floating holiday.
Vacation & Medical Leave: Vacation leave is accrued at the rate of 80 hours per year up through year 4. At year five, leave increases to 120 hours per year. At 10 years of service, vacation leave is accrued at the rate of 140 hours and at 15 years of service, vacation leave increases to a maximum of 160 hours per year. Medical leave accrues at the rate of 8 hours per month.
